Google Analytics isn’t showing all transactions in Conversions…

Google Analytics isn’t showing all transactions in Conversions for Magento orders. Appears to be an issue others are having and I haven’t been able to determine yet what’s causing it. I even hired a guy who said he could fix it and still having the same issue. It happens with other conversion tracking programs so can only assume this is a flaw in magento somewhere OR settings within a users browser. I have verified the users who have missing transaction data are getting to success page. Perhaps they have javascript disabled.
